Our Technology Watch system is structured around four key dimensions that capture the most relevant factors for enabling Industrial Symbiosis. Together, they provide a comprehensive and integrated view of the ecosystem:

The LIAISE COST Action is a European initiative dedicated to promoting Industrial Symbiosis (IS), a circular approach where industries exchange resources, energy, water, and by-products to improve efficiency and reduce waste. By connecting stakeholders from academia, industry, and policy, LIAISE fosters collaboration and knowledge sharing to accelerate the transition towards sustainable industrial systems.
The project focuses on overcoming key barriers to IS implementation, such as limited awareness, regulatory challenges, and technological gaps, through interdisciplinary working groups, innovation support, and capacity building, especially for young researchers and inclusiveness target countries.
Through its activities, LIAISE contributes to scientific advancement, technological innovation, economic growth, and environmental sustainability. It supports the development of new business models, enhances resource efficiency, and promotes circular economy practices across Europe.

Technology Watch
Technology Watch is a structured and continuous process that enables organisations to systematically gather, analyse, and use relevant information about their environment. It helps companies stay informed about technological trends, market developments, and emerging opportunities.
By monitoring key signals in their sector, organisations can anticipate changes, identify innovation opportunities, and support strategic decision-making.
The Technology Watch process follows a continuous and cyclical methodology:
- Identification of needs and information sources
- Planning monitoring and intelligence activities
- Data collection and analysis
- Evaluation and valorisation of information
- Communication and knowledge storage
- Decision-making and strategic actions
This self-feeding process ensures that knowledge is constantly updated and transformed into actionable insights.
Technology Watch & Industrial Symbiosis
Industrial Symbiosis (IS) relies on identifying synergies between companiesâtransforming waste, by-products, energy, or water from one process into valuable resources for another. However, these opportunities are often hidden, fragmented, or difficult to detect.
Technology Watch plays a crucial role in unlocking this potential.
By systematically analysing technological trends, industrial activities, and emerging innovations, Technology Watch enables the identification of new symbiotic opportunities that would otherwise remain unnoticed.
Key contributions to Industrial Symbiosis:
- Detection of synergies: Identify potential matches between industries, materials, and processes
- Access to innovation: Discover new technologies that enable resource recovery and reuse
- Market awareness: Monitor sector trends and emerging circular business models
- Informed decision-making: Support companies and policymakers with reliable, up-to-date insights
- Collaboration opportunities: Facilitate connections between stakeholders across sectors
Policy and Regulatory Intelligence
Covers EU, national, and regional policies, regulations, and legal frameworks influencing Industrial Symbiosis. This includes waste and by-product legislation, circular economy strategies, and public incentives that shape implementation conditions.
Data and Resource Flow Intelligence
Focuses on material, energy, and waste flows, as well as data availability and quality. It includes resource mapping at territorial or sectoral level and tools that support data standardisation and comparability.
Collaboration Ecosystems and Key Actors
Explores the networks and stakeholders that make Industrial Symbiosis possible, including industrial clusters, facilitators, partnerships, projects, and governance models that foster cooperation across sectors and regions.
Enabling Technologies and Business Models
Brings together technological solutions, such as digital platforms, valorisation technologies, and energy recovery systems, with economic aspects like circular business models, funding schemes, and financial feasibility.
